What BC strata rules say about roofs
The strata repairs and maintains common property
Under the Strata Property Act s. 72, the strata corporation must repair and maintain common property and common assets. Bylaws can move some limited common property to owners, so check the bylaws. Source: Strata Property Act s. 72.
Roofs are part of every depreciation report
A BC depreciation report must list and evaluate the building exterior, including roofs, roof decks and skylights, with an estimated service life over 30 years. See Surrey strata depreciation reports and Strata Property Regulation s. 6.2(2)(b)(ii).
Permits and rules in the City of Vancouver
When a permit is and is not needed
The City lists installing roofing, gutters or drain pipes among projects that do not need a permit. Structural repairs do need one. Work without a required permit typically carries a penalty of double the original permit fee. When in doubt, contact the City's Development and Building Services Centre. Building envelope renovation licensing
BC Housing requires a licensed Building Envelope Renovator and home warranty insurance only when a renovation meets all the regulation's criteria, such as affecting 60% or more of a cladding surface and costing $10,000 or more (or $2,000 per unit). Common exemptions include buildings more than 25 years old, buildings with one or two units, and multi-unit rental buildings. Building envelope includes roofs. Worker safety on the roof
WorkSafeBC requires fall protection where a worker could fall 3 m (10 ft) or more. A good contractor will have a fall protection plan. Source: WorkSafeBC OHS Regulation Part 11.

Does the strata cover roof repairs?
If the roof is common property, the Strata Property Act says the strata corporation must repair and maintain it. Bylaws can make owners responsible for some limited common property, such as a private roof deck, so check your bylaws.
Do we need a permit to replace a strata roof in Vancouver?
The City of Vancouver lists installing roofing, gutters and drain pipes among projects that do not need a permit. Structural repairs do need one. If the job touches the structure, or you are not sure, contact the City's Development and Building Services Centre first.
What is a RoofStar Guarantee?
It is a roofing guarantee from RCABC Guarantee Corp., offered in 5, 10 and 15 year terms. An independent firm observes the roof while it is installed. Ask any contractor you consider whether they can offer one.
